Mobile carriers must offer per-second call rate from 16 Feb

The Office of the National Broadcasting and Telecommunications Commission (NBTC) requests all mobile carriers to offer the per-second call rate service by from 16 February 2015. Interested customers are allowed to change their promotions free of charge.
