PHUKET: The Provincial Electricity Authority (PEA) Thalang Office has announced a major blackout affecting residential and commercial areas along the west side Thepkrasattri Rd in Koh Kaew next Wednesday (Dec 9) so that maintenance workers can replace insulation along high-voltage power cables.
